Administrative data in conventional HCM-format (acc. to Annex 2)
As of today, the german administration (BNetzA) uses a modified data-format to exchange coordination data with the mobile network operators.
This data exchange format is strongly based on HCM agreement Annex 2a/b, but enhanced with some fields for administrative purposes.
Each data-record starts with the new field "Process Number". At the end of each data record, two new fields "Operator" and "UserID" were added. Please refer to the following table for the technical specifications of these modifications:

The file header (see Annex 2a, supplement 2) was modified by stripping the last two fields ("destinationCountry", "Reserved" - position 201 - 219) instead of filling them with Spaces.
Therefore the length of the file header was reduced to 200 characters, the length of the data record was extended to 249 characters.
Administrative data in XML-Format
In the new XML format the administrative data in the file header (fields: "destinationCountry" and "reserved") are marked as optional. The extra fields of a data-record were encapsulated in an optional element <nationalAdministrationDaten/>. The optional field <processNumber/> in it is only used when a process id from Federal Agency for Frequency Coordination (BNetzA) is available.
