With the ratification of the HCM-Agreement, all signatory states are commited to exchange coordination information for fixed and mobile radio network services with a data format according to the agreement Annex 2 a/b. This data-exchange format uses ASCII character encoding with a predefined fixed record length. The data transmission can be carried out by using optical or magnetical media (CD, DVD, disk) or via internet technologies with protocols like FTP (file transfer protocol), HTTP (hyper text transfer protocol) and SOAP (simple object access protocol).
The FormatConverter allows the conversion of the conventional HCM data exchange format to XML and vice versa. It can be used as on online service or a standalone application with a graphical user interface. The usage is free of any charges and obligations.
